Issue resolving Github raw content site in cluster

With the Gitlab token resolved, another problem arose in the cluster, where the host raw.githubusercontent.com could not be resolved. This is an unprotected endpoint that is publicly available, so I'm not sure why the API can't resolve it. I'll be looking to reproduce it today.

This is related to eclipsefdn/helpdesk#912 (closed). The fix is to add a GH PAT and do authenticated calls to fetch content instead of unauthenticated calls.

The initial assessment of tasks became obsolete once it became clear that we could still get raw file contents from api.github.com

All that needed to change was the GH URL and some modification to the GH rest client to use new params and auth token

This issue is not yet resolved, as we need to get an access token to enable this on production/staging

I've pushed this to prod with the token and its having errors while trying to read the incoming JSON data:
