Some paginated API calls are misbehaving

Looking into this, the issue is in the regex for detecting the last page from the link headers. By the way it behaves, this only happens if the page query string is the first param in the query string. This was likely introduced last version with the changes to the regex, and has only been rolled out to 1-2 apps.
