Investigate IPv4 stack issues with docker and quarkus
In Git ECA, there was an issue where developers on windows were unable to properly communicate properly with docker containers when running a hot development server with Quarkus. This was fixed by setting java.net.preferIPv4Stack to true, but we may want to investigate if this is the right fix. It seems like this has to do with WSL2 environment running with IPv6 as preferred for some reason. Another fix is to disable IPv6 in WSL2, and I'm not sure what the right answer to this is.
