feat: Integrate Jacoco/Sonar + EfServices module

Resolves #23 (closed)

Resolves #22 (closed)

This MR includes the following changes:

• Integration of EfServices module
• Adds Jacoco/Sonar suppport
• Eliminates a bit of code smell

This MR is ready for review, but needs to wait for this feature to be added to api-common before merging. It relies on a new feature.
