Upgrade OS of mac machines in RelEng JIPP

Summary

The RelEng JIPP has two mac build agents, but both are running on older MacOS versions. One is not supported by Eclipse-Platform any more and one will probably not be supported any more relatively soon.

• b9h15-macos11-x86_64
  • Description: macOS 11 (Big Sur), no login session, hosted on MacStadium
  • Java system property os.version : 11.7.1
• nc1ht-macos11-arm64
  • Description: macOS Ventura 13.0.1
  • Java system property os.version : 13.0.1

Please upgrade both machines to the latest version possible.

This would be similar to #2155 (closed)
