eclipse-esmf: Create npmjs account

Summary

In order to publish packages to the NPM package manager, we would like to have a corresponding account on npmjs.com created, and the secrets configured in the esmf-sdk-js-schematics and esmf-sdk-js-aspect-model-loader org on Github. (The equivalent setup for publishing to Maven Central for Java was done in issue 2745) and for PyPi issue 3293.
