eclipse-esmf: Create PyPi account

Summary

In order to publish packages to the Python package index, we would like to have a corresponding account on pypi.org created, and the secrets configured in the esmf org on Github. (The equivalent setup for publishing to Maven Central for Java was done in issue 2745).
