Eclipse Dash would like to migrate project repositories to Gitlab

As mentioned in the subject, Eclipse Dash would like to migrate project repositories to Gitlab. However, the project would like to keep the dash-licenses repository on GitHub for now.

The motivation behind this migration is to go through the process of maintaining and building an Eclipse Project website with Gitlab and Jenkins.

We currently have a process to do this with Github but not with GitLab. It will be important to update our documentation in order to allow more projects to leverage Gitlab for their website source code.

Finally, the remaining Eclipse Dash repositories on Gerrit should be retired/archived. Our strong preference is to move them into an "archived" group on GitLab.
