[Bug 459960] Update EUA to mention about.<bundleId>.html (instead of merely about.html

Description

This bug is an outgrowth of bug 401273.

In that bug, it was decided to allow uniquely named "about.html" files.

I believe, in practice the form is "about..html".

And, I suggest that be confirmed and codified (as 'bundleId'), as it helps "automatic" processing, and "UI" code (see bug 459959).

But, in any case, current EUA, see
https://www.eclipse.org/legal/epl/notice.php

says specifically,

The terms and conditions governing Plug-ins and Fragments should be contained in files named "about.html" ("Abouts").

I suggest this be changed to

The terms and conditions governing Plug-ins and Fragments should be contained in files named "about.html" or "about..html" ("Abouts").

My personal (non legal) opinion is that this is not "important enough" to change the EUA just for this change ... but, the next time EUA is updated, it should contain this clarification.
