[Bug 433583] Legal Info not visible on Windows 8

Description
Problem reproducible on Kepler SR2, Luna M6.
Using Help->About Eclipse->Installation Details->Plugins, select a plugin and click Legal Info.
Result is a Windows 8 popup:
"No Apps available to open this kind of link (file)
Look for an App in the store."
The subsequent app browser seems to suggest that "html" is required but the offerings do not show any of IE or Firefox or Chrome or ...
So it seems that Windows 8 does not understand the request. We probably all agree that Windows 8 sucks, but shouldn't legal info be visible even on Windows 8?
