[Bug 485938] Don't include website GitHub repositories in IP Log

Description
Some projects have requested that we create website repositories for them on GitHub. Our current tools treat all GitHub repositories homogeneously so we'll need to tweak them to ignore the IP in "website" repositories.
We've decided to use a naming convention for these repositories: "www.eclipse.org-" which will make them very easy to identify.
