The current "CQ is awaiting source code" text includes following paragraph:;
Please only attach source that is required for the binary distribution. Items
that do not ship or do not build into binaries are not to be included in the
source attachment. Typical exclusions are tests, docs, and examples which are
not included in the jar that is shipped.
One of Wanye's email reads

Documentation is intellectual property that may be included in downstream products just as easily as actual code, so steps need to be take to mitigate the risks associated with that adoption.
I fully agree.
So, maybe, the word "docs" and maybe "examples" should be removed from that
text, shouldn't it?
