Improvements for restructuring reviews

Proposal for improving restructuring reviews in general:

• in addition to the new project name, the issue description should also contain the requested project ID (e.g. technology.edc for emo#352 (closed)). At least in emo#352 (closed) this was not clearly stated.
• When restructuring reviews involve support from the releng team, please cc me early in the process, so we can track and schedule the efforts

@fgurr we will be using the project id in the issue name, and I've added a box in our restructuring checklist that is supposed to remind us to get the releng team involved once we have the necessary approvals.

I'll close this issue now, feel free to reopen if needed.
