Reduce license classifications to the Eclipse use-case only

This vastly simplifies the rules to be implemented.

License classifications have been imported with a new ORT help command like

./gradlew :helper-cli:run --args="license-classifications import eclipse -p eclipse: -o eclipse.yml"
