General issue to track and resolve licenses that could be removed from the 'unclassified' list

I am using the scan report for Eclipselink (https://ort-vm1.eclipse.org/files/ee4j.eclipselink/eclipselink/202301220953/scan-report-web-app.html) as an example.
One of violations of the rule, 'PROJECT_LICENSE_CHECK', is because the license, 'GPL-2.0-only WITH Classpath-exception-2.0' of a dependency is found as unclassified. However, 'GPL-2.0-only WITH Classpath-exception-2.0' is the GPL-2.0 with an exception to the applicability of the license when the licensed modules link with other independent modules.
Similarly, ' GPL-1.0-or-later' is found as 'unclassified'. 'GPL-1.0-or-later' should not be an 'unclassified' license.
We may have more such licenses that we need to change from finding as 'unclassified'. We may use this issue to list such licenses.
