Add TypeScript implementation for JS client.

Acceptance workflow

  • make ansible: has to set up native (bare metal) development environment
  • make clean: has to clean env
  • make test: has to install and test
  • make third-party-txt-file: hast to generate THIRD-PARTY.txt file

Reopen and Closes #10 (closed)
