Move docker compose to root

can you move this docker files/helms to deployment/docker and deployment/helm folder ? or if you have multiple helms, please create an folder e.g. charts/xy/deployment/helm

I have moved the docker compose file to the root on purpose. It's common for all microservices and it makes it easier for developers to just run docker compose up from the root of the repo to have local stack up and running. Is there any specific reason to move docker files to microservices? As for Helm charts, I agree, they should reside in respective microservices. And they will - !30 (merged)
