Update downloadable libraries for JSF

Erik Brangs requested to merge ebrangs/webtools-website:update-jsf-libraries into master

This merge request has some updates to downloadable libraries for JSF. I've not tested it via the UI but the (adjusted) test JsfDownloadableLibraryLocationTests from org.eclipse.jst.jsf.core.tests now runs. This test is not executed in the build by default.
