Update Gitlab docs to reflect new namespace usage

I've updated the Gitlab documentation to reflect differences between it and Github permissions management. We manage permissions in Gitlab by adding users with their roles to the projects' namespace (e.g. eclipse/dash), which are then inherited by any repositories in the space.

I've added Wayne as reviewer, but anyone is free to chime in, I just added the person who requested the changes haha!
