Add information regarding using GitHub for the project website

Description

I believe that project teams can use GitHub to provide website content (deployed on www.eclipse.org). We should make the instructions for requesting this and using the service as obvious as possible.

I'm pretty sure that there is documentation in the wiki (in which case a link will likely be enough), but I can't find it. Gotta link, Webmaster?
