Projects can just do GitHub releases (creating PMI "release" records is not required)

We've been moving more and more of the metadata closer to the project content. GitHub provides a robust means of specifying releases. Projects can just use that.

Separate question: are there GitLab releases?

"Different components within a project can be built separately, but they generally release on a shared schedule with shared release reviews (although there is some precedent for projects releasing different components separately)."
