[Releng] Add "distributionManagement" configuration in root pom.xml

Since Tycho 4.0.5, a message is displayed in the log of job "Papyrus-DomainService-deploy-repo.eclipse.org": "MojoExecutionException: Deployment failed: repository element was not specified in the POM inside distributionManagement element or in -DaltDeploymentRepository=id::url parameter".

This commit copies the "distributionManagement" configuration from the "parent/pom.xml" to the root "pom.xml". I have not found a real reason in the release notes of Tycho 4.0.5.

The version of Tycho has been changed from 4.0.4 to 4.0.12 in commit d9bb7224.

This commit also aligns version of Tycho (but without direct link).
