[Releng] Use current stable versions of Tycho and Maven plugins

In April, we already tried to merge this commit. But it caused the Papyrus-Desktop-MergeRequest job to fail in outOfMemory. The idea behind this merge request is to analyse the problem a little more (or even to detect which version of Tycho the problem appears in). There will most likely be multiple attempts.
