feat: Added traffic rule support

Miguel Rosario requested to merge miguelrosario/road-logic-suite:feat_support_traffic_rule_LHT_RHT into main

Extended Road.h to get information from libopendrive regarding the traffic rule, and extended mantle_map_converter to calculate the proper traffic direction when creating a lane.
