Rework traffic participant interface

Refinement of OSI traffic participant interface based on user and developer feedback.
The goal is to make the TrafficParticipantControlUnit usable for different kinds of traffic participants (also from OpenPASS) and harmonize it with OSMP (https://github.com/OpenSimulationInterface/osi-sensor-model-packaging).
