Add a base class for ByEntityConditions and apply to RelativeDistanceCondition

Address comment to https://gitlab.eclipse.org/eclipse/simopenpass/openscenario1_engine/-/merge_requests/28#note_711544

Note that the type name for ByEntityConditions already exists, so ByEntityConditionsBase is used.
