With this change we will be in sync with the OpenPASS repo and can in the future develop directly in the OpenPASS GitLab and add the OpenScenarioEngine as submodule to our repo.

Add GeoPosition handling in TeleportAction
Add UsedArea handling in RoadNetwork
Update to latest master of MantleAPI
Added necessary tests and additional test scenarios
