Sync from BMW

This MR is synced with the current master of the MantleAPI (https://gitlab.eclipse.org/eclipse/simopenpass/scenario_api/-/commit/2f3630c60689f7c63f093461313d05bc960926a7)

  • update to OSC API library for OpenSCENARIO 1.1
  • add possibility of external path resolving for scenario and map path
  • fix external controller creation
  • add entity type and vehicle class to entities and handle wheelchair and animals
  • handle storyboard stop trigger (set is_finished_)
  • add readme with commit hashes of used libraries
  • add LICENSE file
  • fix rest of build errors and tests
