Implement TrafficSignalStateAction

Add TrafficSignalStateAction support:

• Create TrafficSignalStateAction class as GlobalAction
• Extend StateMachineBuilder with another function: CreateGlobalAction
• Invoke CreateGlobalAction in the init phase
• Extend Event class to consider the global actions as well
• Add FakeTrafficSignalStateActionBuilder + Test
