Update OSC API (Parser) - to v1.2.1

Andreas Rauschert requested to merge feature/update_osc_api_to_v1_2_1 into existing_open_scenario_1_engine
  • updated from alpha release to official OSC API v1.2.1 release for OpenSCENARIO 1.1 support
  • new functionality included to check, if an attribute was set in the scenario (especially to check, if new or deprecated attributes were used)
