fix(CI): Increase build job timeout to 10h

With recent MRs the complexity of the build increased, causing timeout issues. We'd like to raise the build job time limit to workaround this short term.

Long term I think we'll need a combination of build job improvements and more resources for building to lift the developer experience to an acceptable level.
