Enhancement: Add doc to README for building this project on windows and linux

Here is an enhancement to the README regarding the build instructions for windows and linux of this project. For the windows part there is a version with

• wsl subsystem (ubuntu)
• the mingw setup analog to the build instructions of the other openPASS projects and
• native windows build
