Reduce dir depth

• Move "doc", "include" and "test" to the root dir
• Rename to MantleAPI

I am aware that renaming the CMake project to "MantleAPI" is not strictly in the scope of the PR. However the GitLab project is already named so, as well as the include dir. If that is not in everyone's interest and/or needs a separate discussion, I'll rework the PR accordingly.

Are the Bazel build files still used by anyone? If so, I would be glad if that someone could check them, and adjust them according to the new project structure.
