Add possibility to define default routing behavior

This change allows to define the default routing behaviour e.g. in an initial step, so that the environment can generate a default route on its own. This allows all scenario engines to define what to do initially or after leaving a route and simply set a new route when appropriate. The environment is then responsible for generating a new route in accordance to the default routing behaviour.
