Add dummy alks controller as a reference

1. Implement a TMP (Traffic Participant Model) example to serve as a reference implementation of the TPM plugin.
2. Create a Dummy ALKS Controller based on the example TMP model using a symbolic link.
3. Install the Dummy ALKS Controller in the default GTGEN_DATA directory.
4. Add a README to document the Dummy ALKS Controller functionality and usage.
5. Update the TPM plugin integration tests to use the example TMP model.
6. Fix third-party (OSI and ITPM) references following the latest integration of gt-gen-core.
