Enable mounted bazel cache to improve CI performance

  1. Enable mounted cache for Bazel builds.
  2. Update Jenkins file to remove parallel jobs, ensuring stable builds
  3. Implement Bazel cache cleanup mechanisms see description from PR: gt-gen-simulator!30 (merged)
