MVP: TrafficAreaService
part of !214 (closed), which was split into !246 (merged), !248 (closed) and !249 (merged)
This MVP implements the mantle_api::ITrafficAreaService in gt-gen.
The purpose of the service is to turn mantle_api::RoadRanges into mantle_api::ITrafficAreaStreams.
A stream is a continuous chain of lanes and allows finding entities on those lanes.
