feat!: Enhance coordinate converter

• pass through new mantle interface functions to get lane/road orientation from scenario engine to map engine converter (breaking interfaces mantle_api::ICoordConverter and gtgen::core::environment::map::IConverter)
• support road position conversion request
• adjust to new MantleAPI (remove const in Convert())
• fixes #12 (closed)
