devops: expand cache volume and improve the stability of cache cleanup

Xiao Pan requested to merge xp/increase_bazel_cache into main
  1. Increase the Cache Volume to 90GB. (use saved volume from Gt-Gen-Simulator project)
  2. improve the stability of cache cleanup script that prevent CI from exiting when an error occurs while detecting the cache size.
