Draft: Add patch to fix hdc_std not finding openssl/libs

Don't merge, saved for future.

Currently, the build for OpenHarmony 3.1 fails because there is a wrong path provided for headers in task hdc_standard. Those headers are present in recipe-sysroot-native, and this patch includes them in compilation of task hdc_std.
