Build packing-tool from sources

Thierry Escande requested to merge thierrye/meta-openharmony:packing-tool into kirkstone

The packing-tool repository is a collection of OpenHarmony tools used to pack and unpack HAP packages. OpenHarmony uses these tool as prebuilt binaries. This adds a recipe to build them from sources.
