openharmony-standard-3.0: Fixing ACTS failures, adding missing test files and recipe for ActsAmsZipfileUnzipfileSTest

This merge request adds the missing test files for ActsAmsZipfileUnzipfileSTest test, which were not present in the OpenHarmony Standard source tree. The added files are ceshi.txt and ceshitwo.txt, which contain random text needed to perform the test. We then created a new recipe openharmony-acts-resources to install these files so that they can be picked up and installed in the correct location by the existing OpenHarmony Standard recipe to ensure that ActsAmsZipfileUnzipfileSTest test to execute successfully.
