Fix unresolvable C++ symbols in ACTS

Acts tests build against upstream OpenHarmony include references to classes in the std::__h namespace that seems to be an old libc++ implementation detail. Since libc++ is supposed to be ABI compatible between different versions, there is very likely something going wrong. Determine what the problem is and fix binary compatibility.
