Ensure job limit arguments to make calls from ninja

We need to ensure that when GN actions cause ninja to call make, that the arguments we have in ${PARALLEL_MAKE} are passed to make as well, so that we have the resulting load under control.

We can either wrap make directly, or modify existing wrapper script(s) in OpenHarmony.
