This change turns the OpenHarmony systemd services into dummy services
that doesn't start them. Instead, the preinit script will check for
these services state and start the corresponding services if their
systemd unit are enabled.

This mofifies the appspawn service to start after the samgr one with a 2
seconds delay.

This is initial work on splitting up OpenHarmony 3.1 components into individual
packages, and integrating the services of these as systemd services.

It is not complete, as we are shifting focus to OpenHarmony 3.0(.1) for now.
