meta-oniro-staging: mirror create-spdx.bbclass from oe-core

Mirorr create-spdx.bbclass with the following patches included:

The FreeRTOS fix has also been applied to oe-core main now.

Hopefully the path to get the two extra patches backported into kirkstone should be possible. I fine with hvaing this class in staging as a temporary solution until this hits kirkstone and we can rebase.
