manifest: update upstream revisions and update bind version
Update manifest to match upstream latest revision.
Update bind bbappend version from 9.16.26 to 9.18.1 to match
upstream version.
The updated revisions include all the upstream patches mentioned in #105 (closed)
Tested by building with no errors:
- Linux base image
- Zephyr base image
- RPi4 extended image
Fixes #105 (closed)
