Clean up the shared-state-cache

Sébastien Heurtematte requested to merge ci/clean_job_sstate_cache into kirkstone

Allows cleaning share state cache by declaring CI_ONIRO_CLEAN_SSTATE variable, manually, via a schedule pipeline or globally.
