layers: Fix build with meta-arm and/or meta-networking disabled

edk2-firmware comes from meta-arm, networkmanager comes from meta-networking, both of which are optional.

Move their bbappends to dynamic-layers to unbreak builds without those layers.

Caused meta-openharmony CI failure when merging current changes. (https://gitlab.eclipse.org/eclipse/oniro-core/meta-openharmony/-/merge_requests/71)
