elfutils: Disabling the unneeded package debuginfod as a security measure

Nitpick: missing a space between elfutils and Added.

It is a good practice to write why the change was made and what is the end effect. Which files are added etc, this is visible from the commit itself.

I bit of a NIT: elfutils: Added meta-oniro-core/recipes-devtools/elfutils/elfutils_0.186.bbappend. This allows to disable the "debuginfod" package and dependencies, which are not needed.
